The Physical Therapy Compact is an agreement between member states to improve access to physical therapy services for the public by increasing the mobility of eligible physical therapy providers to work in multiple states.
The Physical Therapy Compact Commission is the governing body comprised of the member states established to implement the provisions of the PT Compact.
Governance & MeetingsThe PT Compact Commission elects the seven-member Executive Board from the Compact Commission Delegates to represent the member states as a whole. In addition, representatives from the American Physical Therapy Association (APTA) and the Federation of State Boards of Physical Therapy (FSBPT) serve as non-voting ex-officio members.
Corie E. Tillman Wolf, J.D., has served as the Executive Director of the Virginia Boards of Funeral Directors and Embalmers, Long-Term Care Administrators, and Physical Therapy since August 2016. Prior to this role, Corie served as an Assistant Attorney General in the Office of the Attorney General. In the Health Professions Unit, she prosecuted administrative disciplinary and licensing cases before the boards within the Department of Health Professions. As the Statewide Facilitator for Victims of Domestic Violence, she collaborated with stakeholders from numerous state and local agencies and organizations on ways to improve the response to and prevention of domestic and sexual violence. Corie received her undergraduate degree from the University of Virginia and her Juris Doctorate from George Mason University School of Law.
She was originally elected to the Executive Board in 2020 as a Member-at-Large and was elected Chair in 2024.
David Harris has been a dedicated physical therapist assistant since May 1999. Alongside his clinical expertise, he holds a Bachelor’s degree and a Master of Business Administration (MBA), and he is a certified trainer, coach, and speaker through the John Maxwell Certification Program.
David currently serves as the Chief Operating Officer for Spear Physical and Occupational Therapy, where he leads operational strategies and drives organizational excellence. In addition to his professional role, David has been an influential leader within the physical therapy community. He has held key positions in the Tennessee Physical Therapy Association (TPTA), including Chattanooga District Chair, Tennessee Reimbursement Chair, and Tennessee Membership Chair. At the national level, David has served the American Physical Therapy Association (APTA) as a PTA Caucus Representative, PTA Caucus Delegate, and PTA Caucus Chief Delegate.
David’s commitment to advancing the profession extends further as the Chair of the Tennessee Physical Therapy Licensing Board and as the Vice Chair of the PT Compact Commission, where he helps enhance licensure portability for clinicians across the United States.
Charlotte Martin has served as the Executive Director of the Louisiana Physical Therapy Board since 2014. She has served as Chair of the FSBPT Close Relations Task Force, Council of Board Administrators (CBA), Board Assessment Task Force, and the Foreign Educated Standards Committee. She is a National Certified Investigator and Inspector through the Council on Licensure, Enforcement & Regulation (CLEAR). Charlotte received a baccalaureate degree from the Louisiana State University (LSU) College of Humanities & Social Sciences in 2004 and a Master’s degree in Public Administration from the LSU E.J. Ourso College of Business in 2008.
Charlotte was elected to her second term as the Secretary/Treasurer of the Physical Therapy Compact Commission.
Claire M. Covert-ByBee is a seasoned public service professional with over two decades of experience in health and human services, specializing in professional licensure, regulatory compliance, and program management. Currently serving as a Program Manager at the Nebraska Department of Health and Human Services (DHHS), Claire leads licensure operations for numerous health professions and serves as board administrator for multiple professional licensing boards, including the Nebraska Board of Physical Therapy.
Claire has represented Nebraska on several national licensure compact commissions, including the Physical Therapy, Audiology/Speech-Language Pathology, Emergency Medical Services, and Occupational Therapy Compact Commissions—holding leadership roles such as Executive Committee Chair and Rules Committee Chair.
She was elected to the PT Compact Executive Board in 2024.
Susan Gile is a licensed social worker with a degree from the University of Kansas. In 2019, Susan began her career with the Kansas State Board of Healing Arts as the Operations Manager. In October 2021 Susan was named the Interim Executive Director and was offered the job permanently in January 2022. The focus in her current role is workforce development and process efficiencies. Susan has been a member of FSBPT’s Ethics and Legislation Committee and served as Chair of the PT Compact Compliance Committee.
Prior to her work the Kansas State Board of Healing Arts, Susan was employed with the Kansas Department of Children and Families for 27 years. Her ending role at DCF was as the Deputy Secretary. Susan is received the Certified Medical Board Executive designation from the Administrators in Medicine in 2024, the same year she was initially elected to the Executive Board.
Laurie Kendall-Ellis serves as the Executive Director of the Maryland Board of Physical Therapy Examiners, bringing over 40 years of expertise in healthcare, management, and association leadership. In this role, Laurie oversees executive management, strategic initiatives, and administrative operations to advance the Board’s mission of safeguarding the health, safety, and welfare of Marylanders through the enforcement of the Maryland Physical Therapy Act.
Before her appointment as Executive Director, Laurie held executive director positions in several organizations, including the Alliance for Continuing Education in the Health Professions, the Private Practice Section of the American Physical Therapy Association (APTA), and the Institute of Private Practice Physical Therapy. For more than two decades, she was the Principal Owner of Allied Health Rehabilitation, Inc., and served as Secretary of the Board of Directors for APTA’s Private Practice Section for two terms. She earned her Bachelor of Science in Physical Therapy from Quinnipiac University in Hamden, Connecticut. She achieved the designation of Certified Association Executive (CAE) in 2013 through ASAE & the Center for Association Leadership.
She was appointed to a Member-at-Large position on the PT Compact Executive Board in 2022 and was elected to that same position in 2024.
Karen McIntyre, PT, DPT has served on the Ohio Occupational Therapy, Physical Therapy and Athletic Trainers Board since 2018, including two years as Chair of the Physical Therapy Section. She has been active with the Federation of State Boards of Physical Therapy on task forces related to Re-entry and Informed Consent. Karen became involved with the PT Compact via the Compliance Committee in 2021 and served as Chair of that Committee beginning in 2023 until she was appointed to the PT Compact Executive Board as a Member-At-Large in April 2024.
Karen has been a licensed physical therapist for twenty-five years, working primarily in acute care hospitals prior to joining the faculty at Cleveland State University in 2009. She currently serves the CSU Department of Physical Therapy as a Clinical Associate Professor and has been recognized with the University’s Distinguished Faculty Award for Teaching.
Tajah “Taj” Franklin is the State Affairs Manager at the American Physical Therapy Association (APTA), where she leads the organization’s state legislative, regulatory, and grassroots strategies. She provides strategic support to all 51 chapters in navigating advocacy efforts that impact the physical therapy profession. Prior, Taj was a Government Affairs Specialist at the National Parent Teacher Association where she advocated a range of children’s health issues. She earned her bachelor’s degree in political science from the University of the District of Columbia.
Taj was appointed as the ex officio member representing APTA in 2023.
Michele Thorman, PT, DPT, MBA, is a Clinical Professor Emeritus at the University of Wisconsin – La Crosse Physical Therapy Program. She is a graduate of the University of Nebraska Medical Center (PT), Cardinal Stritch University (MBA), and Temple University (DPT). Her passion for the Physical Therapy profession is grounded by perspectives gained from her previous employment experiences as a clinician, administrator, and educator. Clinical interests include geriatric rehabilitation, education, and wellness in cancer survivorship. Michele served as program director of the University of WI – La Crosse (UWL) Physical Therapy Program and as a member of the UWL Foundation Board of Directors prior to her retirement in 2019.
Michele served as a member and later as chair of the Wisconsin Physical Therapy Examining Board from 2009 through 2015. She has chaired the Continuing Competence Committee and served on the Sexual Misconduct and Boundaries Committee. She was honored to present at the International Network of Physiotherapy Regulatory Authorities (INPTRA) in Geneva, Switzerland (2019). Michele is a humble recipient of the FSBPT President’s Award (2018). She served as president of APTA-WI. Michele is now honored to serve as vice president on the Federation of State Boards of Physical Therapy (FSBPT) Board of Directors.
Terms end at the conclusion of the Annual Meeting of the PT Compact Commission in the year listed.
The PT Board in each member state selects a delegate to the PT Compact Commission. The delegate must be a current member of the PT Board (either a PT, PTA, or public member) or the board administrator.
